Planning, which means to determine the way in advance, has occured throughout history. The planning process, which includes elements such as determining current sources and evaluating options, is also important because of decreasing inequities and correcting imbalances. After World War II, planning was set as one of the development method. After experiences of economical plans, in 1961, the State Planning Organization (SPO) was founded and made planning more formal in Turkey. Development plans, which have continued with the Development Ministry that was founded in 2011, are important documents for determining social policies. In this article, aims and achievements of the development plans were discussed with a descriptive analysis of the qualitative method used in this research, evaluated with social work view and suggestions offered in light of the literature research studies for Turkey. © 2016 Peter Lang GmbH.
