Kayıtdışı ekonomi ülkenin vergi kapasitesi ile toplanan vergi arasındaki farkı ifade etmektedir. Kayıtdışı ekonominin oranı, devletin kamu harcamalarını sürdürmek için ihtiyaç duyduğu gelir kaynağı olan vergi gelirini fazlasıyla etkilemektedir. Kayıtdışı ekonominin artması vergi yükünü arttırmakta bu durumda kayıtdışı ekonomi oranının artması ile sonuçlanmaktadır.
