In this study, it was aimed to form Manning Map as a result of determination by remote sensing techniques and Cowan method areas such as scrubland and greenery which are difficult to detect by using the SENTINEL-2 satellite image 2019 year in a test area where Samsun Mert river basin has flowed the Black Sea. Manning map is mainly used as a basic base in 2D flood modeling studies. These maps are used in determining the flow velocity and water propagation areas. There are disadvantages such as taking too much time of local measurements, being expensive and changing the sensitivity of it according to the reference points. Therefore, in this study, remote sensing techniques were used, which are faster than the local measurements and free of charge.
