TÜRKİYE ALMANYA VE İNGİLTERE DE UYGULANAN GİRİŞİMCİLİK POLİTİKALARININ KARŞILAŞTIRILMASI

Abstract

Girişimcilik konusu günümüzde tüm ülkelerin büyük önem verdiği, ekonomik gelişmenin ve toplumsal refahın vazgeçilmezi olarak dikkat çeken bir konudur. Gençlerin, girişimcilik kültürüne sahip olmaları ile ülkeler gelecekteki ekonomilerinin garanti altına almaktadırlar. Bundan dolayı dünyanın her yerinde özellikle gençlere girişimcilik ruhu aşılanmakta ve genç girişimci sayısının artması için teşvikler ve politikalar geliştirilmektedir. Geliştirilen teşvik ve politikalar ile gençlerin girişimci eylemlerini hayata geçirmeleri kolaylaştırılmaktadır. Bu çalışmanın amacı Türkiye'deki güncel genç girişimcilik teşvik ve politikalarının geliştirebileceği alanları tespit etmek ve girişimciliği artıracak öneriler sunmaktır. Bunun için dünya ekonomisinde söz sahibi olan Almanya ve İngiltere ülkelerinde uygulanan politikalarla Türkiye'deki politikaların karşılaştırılmıştır. Çalışmamızda, tümdengelim yöntemi kullanılarak önce teorik kavramsal çerçevede terimler ortaya konulmuştur. Sonrasında Türkiye'de yürürlükte olan teşvik ve politikaların Almanya, İngiltere ölçeğinde karşılaştırılması gerçekleştirilmiştir. Karşılaştırma esnasında çeşitli akademik dergilerde yayınlanan makalelere, kitaplara, devlet kurum ve kuruluşlarının web sitelerine, istatistik verilerine başvurulmuştur. Çalışmamızın neticesinde ise araştırmalardan elde edilen bulgulara dayanarak Türkiye'de gençler arasında girişimciliği artırabilecek öneriler sunulmuştur. The issue of entrepreneurship is a subject that is of great importance to all countries today, and that stands out as indispensable to economic development and social welfare. With young people having a culture of entrepreneurship, countries are guaranteeing their future economies. Therefore, entrepreneurship spirit is instilled in young people all over the world and incentives and policies are developed to increase the number of young entrepreneurs. The incentives and policies developed make it easier for young people to implement their entrepreneurial actions. The aim of this study is to identify areas where current young entrepreneurship incentives and policies in Turkey can be developed and to provide suggestions that will increase entrepreneurship. For this reason, the policies applied in the countries of Germany and England, which have a say in the world economy, were compared with the policies in Turkey. In our study, terms were first introduced in the theoretical conceptual framework using deductive method. Then, the incentives and policies in force in Turkey were compared on the scale of Germany and the United Kingdom. During the comparison, Makales published in various academic journals, books, websites of government institutions and organizations, statistical data were referenced. As a result of our study, on the basis of the findings obtained from the research, suggestions were presented that could increase entrepreneurship among young people in Turkey.
